Housing and affordability: Goldberg said he wants to increase housing supply by making it easier to build dense housing near mass transit. He said the county should allow "reasonable, targeted housing in existing neighborhoods that fits with infrastructure capacity." Transportation: Goldberg said he supports building the Bus Rapid Transit network with dedicated lanes and prioritizing the Red Line extension to Germantown. He said he wants transit-oriented development that links affordable housing to job centers.

Economy and business: Goldberg said Montgomery County is "seen as being hostile toward business" and that the county needs to address "both the perception and reality that are holding us back from reaching our potential." He called for auditing county government to remove roadblocks, investing in startup mentoring programs and engaging directly with businesses.

Education: Goldberg said he supports upgrading to seven full-time Board of Education positions with dedicated staff, increasing funding for students with learning disabilities and special needs, implementing tutoring at higher-needs schools and getting cell phones "Away All Day" in schools. He also called for universal early education starting with low-income families.

Public safety: Goldberg said he wants to raise officer salaries to compete with neighboring jurisdictions, expand firearm buyback programs, evaluate the Drone as First Responder program and monitor the CEO 2.0 program in schools. He said economic opportunity is the best way to reduce crime.
