Fashion Q is back at Westfield Montgomery Mall in Bethesda, roughly a year after the discount clothing retailer closed its doors.

The Los Angeles-based women's clothing store opened on Level 1 of the mall on Saturday, Oct. 3, taking over the former Forever 21 space across from Build-A-Bear, blogger Robert Dyer first reported. The opening came after several missed grand opening dates.

"A couple of grand opening dates had come and gone, but the important thing is that the boutique is now open in time for the peak holiday shopping season," Dyer wrote.

Fashion Q, sometimes listed as Q Fashion, originally opened at the mall in November 2024. It lasted less than a year before closing in August 2025. The brand traces its roots to the 1980s and sells merchandise purchased wholesale domestically and abroad. The company also operates a location at Westfield Wheaton Mall, according to The MoCo Show.

The store's return is part of a broader wave of retail turnover at Westfield Montgomery. Zara plans to open a two-level store in December in the former Gap and Gap Kids space. It would be Zara's first two-level location in Maryland. PacSun is also returning, taking over the recently closed Windsor storefront. Pop Mart, Kami Ramen and Wetzel's Pretzels have either opened or are expected to open in the coming weeks. Ay! Mamá Taqueria recently opened in the former Falafel Inc space, and Hey Tea is scheduled to open later in 2026 on the lower level.

Westfield Montgomery and Westfield Wheaton also began enforcing a new Parental Guidance Policy on Sept. 28, requiring visitors under 18 to be accompanied by a parent, legal guardian or supervising adult 21 or older after 3 p.m. daily.
